Flip the bozo bit

How to be a program manager:
flip the bozo bit: Decide that someone is a clown, and stop listening to them. Example: "If a program manager says dumb things, the programmer might flip the bozo bit on them."

Programmers can’t report to program managers which means, among other things, that the development lead, or the CTO, or the CEO, can’t be the person who writes the specs.
